PART OF THE COMMUNITY
Shirley was born, raised and educated in the Portland metropolitan area. A resident of Tigard for over 25 years, Shirley is a dedicated mother and law enforcement professional who still finds time for community service and is a frequent volunteer in Portland's inner city.
