Occupation: Circuit Court Judge

Occupational Background: Yamhill County Circuit Court Judge 2003 to present; Yamhill County Deputy District Attorney 1994-2002; Chief Circuit Judge, U.S. Army's Fourth Judicial Circuit 1992-1994; and 30 years active duty in the U.S. Army Judge Advocate General's Corps 1965-1994; five months as Medford City Police Officer 1994.

Educational Background: Milwaukie High School 1957; BS in Business Administration, University of Oregon 1961; JD University of Oregon 1964; Defense Procurement Management Course 1966; Judge Advocate General's Graduate Course 1968; Command and General Staff College 1977; Army War College 1980; U.S. Army Trial Judge Course 1993.

Prior Governmental Experience: Circuit Court Judge since 2003. Yamhill County Prosecutor for major felony trials, and member of Oregon State Bar Local Professional Responsibility Committee. Retired as a Colonel after serving 30 years on active duty in the U.S. Army, holding various positions including Chief Circuit Judge for Army's Fourth Judicial Circuit; Staff Judge Advocate for major commands; Chief Negotiator, Criminal Law Section, US - Korean Status of Forces Agreement; Legal Advisor to Department of Army Staff; Special Prosecutor for Vietnam's My Lai massacre trial; Administrative Law Judge; and trial counsel for Army courts-martial.

Personal: Married to Sue (Holcomb) Tichenor for over 47 years, three married daughters and 16 grandchildren. Youth leader, Sunday school teacher, active in local church, and outspoken proponent of personal accountability and responsibility.

Since 2003 I have held the office of Circuit Court Judge in Yamhill County. I want to thank each of you for the privilege of working in this outstanding judicial department that is dedicated to serving the public. I will continue to use my experience, legal training and adherence to the rule of law in dispensing justice in a firm, considerate and fair manner to all who appear in court. Thank you for your continued support. I look forward to serving as your Circuit Court Judge for the next six years.
