OCCUPATION: Legislator.

OCCUPATIONAL BACKGROUND: Executive Vice President Klamath County Chamber of Commerce 1994-1996; Commander Kingsley Field, Oregon Air National Guard, 1984-1993; United States Air Force, 1963-1984.

EDUCATIONAL BACKGROUND: Bachelor's degree, Rural-Urban Studies, University of Nebraska, USAF Command schools.

PRIOR GOVERNMENTAL EXPERIENCE: State Legislator, 1997-1998.

It was an honor to serve as your State Representative this term. With your support I will return to Salem. You and I both know we can have a quality Oregon - excellent education, safe streets, good roads, clean environment, and support for the needy at a price that is affordable.

Here are some of my legislative priorities:


Perhaps the most important issue facing our community regarding long term economic stability. We need to aggressively pursue adjudication of water rights and appropriate allocation of existing water. By increasing storage and innovative management practices, I am convinced we can meet the goals of adequate lake levels and no net loss of irrigated cropland.


The mountain is our best hope to diversify our economy. The current plan is environmentally and fiscally sound, and deserves our enthusiastic support.


The general fund is forecast to grow over 15% in the next two years. This is a sum far in excess of population or inflation growth. We have to discipline ourselves to spend only what is required, not what is available. Return the excess to you in the form of reduced taxes for low and middle income families.


A civilized society demands certain functions be provided ­ public safety and welfare, education, infrastructure, etc. These functions do not necessarily require the government provide them, merely insure they are available. Most government provided services should be subject to free market competition, with appropriate oversight and monitoring. Only then will we have the confidence those services are provided in the most effective and efficient manner possible.
