PRINCIPLES and policies of the Natural Law Party will protect those ideals that Oregonians hold most dear. Costs will be cut, which will make it possible to fund important initiatives to improve the lives of all Americans.

Let's consider how some of these approaches will work.

HEALTH: American health care costs are spiraling out of control. The U.S. spends $1 trillion annually on health care, but we have some of the worst health outcomes of any industrialized nation. We don't have a "health care" system; we have a "disease care" system. Our approach doesn't create healthy citizens; it only sustains them after they've gotten sick. Only 1% of our health budget goes to prevention. Yet, according to estimates in The New England Journal of Medicine, 50% of deaths and 70% of diseases in this country are essentially self-inflicted--caused by an epidemic of unhealthy habits.

Proven, cost-effective prevention programs can cut health care costs in half, save the nation hundreds of billions of dollars annually and prevent untold human suffering. Such programs already exist, but Congress, lobbied heavily by those with a vested interest in the status quo, has largely ignored them.

CRIME: Another area where effective prevention programs could create enormous savings. Crime costs America about $450 billion annually. We have 1.2 million citizens in prison and another 500,000 in local jails--6 to 10 times the incarceration rate of other industrialized nations.

Despite years of "get tough" policies, violent crime is still high. Violent offenders represented 50% of the rise in state prison populations between 1990 and 1996. One cost-effective crime prevention strategy would be to offer effective rehabilitation programs to these inmates, 90% of whom will be released from prison.

Example: a five-year Harvard study investigated the effects of the Transcendental Meditation technique in a maximum-security prison. Inmates who learned the practice experienced significantly decreased stress, aggression and mental disorders. Violence throughout the prison decreased, and the rate of return to prison among participating inmates was 30-35% less than in four other treatment groups.

The savings generated from such prevention-oriented programs could be reinvested in education, job training, environmental protection and other critical areas to safeguard the progress and prosperity of all our citizens.

EDUCATION: Reform is needed to develop the whole person. The Natural Law Party promotes educational programs proven to directly increase intelligence and creativity, moral reasoning, self-reliance, physical health and mental well being. America's most precious natural resource is the creative potential of our 260 million citizens. The Natural Law Party advocates educational, job training and apprenticeship programs that develop intelligence and creativity, bringing life into accord with natural law.

ENVIRONMENT: America needs to clean up pollution and protect natural resources. Our nation should lead the global effort to prevent the destruction of the earth's forests, the decimation of the diversity of species and potential damage from depletion of the ozone layer and global warming. However, I could not support initiatives that create economic destruction for thousands of Oregonians without offering viable alternative options. The revenues generated by our party's prevention-oriented approach to governing can support the transitions necessary to preserve both jobs and the environment.

Among political parties, only the Natural Law Party offers such a comprehensive approach to governance. I invite you to join me in this endeavor to bring national life into accord with natural law.
